He issues an annual report to Parliament. In a previous report, he fretted about the very high number of Indians in federal prison -- wildly out of proportion to their share of the population. Now, he's in a dither because of the large number of Negroes in the federal hoosegow. The Globe and Mail (November 26, 2013) reported: "Blacks make up nearly one in 10 of the 15,000 inmates in Canada’s federal prisons, where they have a second-class status, according to a report from Howard Sapers, ombudsman for federal inmates. Black inmates are more likely than the general inmate population to do time in maximum security and solitary confinement, the report, released Tuesday, said. They are also more likely to face the use of force from guards. And they are less likely to hold prison jobs – their prison unemployment rate is 7 per cent, while the rate for all prisoners is just 1.5 per cent. They are also less likely to be released on parole." Sapers "also found that aboriginal inmates make up 22 per cent of the prison population. 'You cannot reasonably claim to have a just society with incarceration rates like these,' he said of aboriginal-inmate numbers, in his speech Sunday at a Toronto church. Blacks account for 2.9 per cent of Canada’s population, and their federal prison numbers have jumped 80 per cent in a decade. Explanations for the rising numbers range from a lack of fathers to systemic racism." First, the disproportionate number of Negroes in prison should come as no surprise. The pattern is the same in the U.S. and Britain. The plain unhappy reality is that Negroes are far more prone to commit the sort of violent crime that would get them sent to federal prison. A study, The Colour of Crime, published in the U.S. some years ago, also found Negroes many times more likely to commit violent crime than Whites. In various studies, the late Professor J. Philippe Rushton found Blacks to have a greater propensity, than Whites or Orientals, to crime because of a diminished ability to predict the consequences of action, to curb violent inclinations or to postpone gratification. However, many from the social sciences are blinded by the radical religion of egalitarianism fostered by the cultural Marxists of the Frankfurt School and rife in our universities, law faculties and the mass media. All men are equal is their key tenet of faith -- an absurdity, if there ever was one. Therefore, they reason, outcomes must be equal. So, as soon as they see outcomes varying one group to another, like conspiracy theorists, they must find a cause. Here the main culprit seems to be "systemic racism." To accept this, we must conclude that Negroes are overwhelmingly, unfairly convicted of serious crimes -- a preposterous proposition. We must also accept that the "systemically racist" system somehow overlooks Orientals and East Indians who have an incarceration rate at or below their share of the population! The other discrepancies -- Negroes are more likely to be in solitary confinement, be denied parole, or be subjected to the use of force by guards than Whites -- may have another explanation than "systemic racism." Just possibly violent, intractable conduct and long rap sheets might contribute to these differences. The Negro population of federal prisons is more than three times their percentage of the population. Perhaps, as the Globe article notes in passing " lack of fathers" may be part of a more realistic explanation. Illegitimacy among Negroes in Canada is 70%. This lack of family stability often leads to poverty, children being brought up by single mothers, and young rootless Negroes being attracted to criminal gangs as a sort of surrogate family. No, it is not "systemic racism" but a culture that doesn't value marriage, that often doesn't value education and at least the culture imported from Jamaica that is a violent gun and drug culture that accounts for the high incarceration rate of Negroes, especially Negro males. Sapers should be challenging Negro leaders to try to tackle illegitimacy and the drug and gun culture, rather than providing a convenient alibi -- blame White society and "systemic racism." You want me to go into that room with all those kids, correct their disruptive behaviour, observe them for signs of abuse, monitor their dress habits, censor their T-shirt messages and instil in them a love for learning. You want me to check their backpacks for weapons, wage war on drugs and sexually transmitted diseases, and raise their sense of self esteem and personal pride. You want me to teach them patriotism and good citizenship, sportsmanship and fair play, and how to register to vote, balance a chequebook, and apply for a job. You want me to check their heads for lice, recognize signs of antisocial behaviour, and ensure that they all pass their final exams. You also want me to provide them with an equal education regardless of their handicaps, and communicate regularly with their parents in English, Arabic or any other language, by letter, telephone, newsletter, and report card. You want me to do all this with a piece of chalk, a blackboard, a bulletin board, a few books, a big smile, and a starting salary that qualifies me for" New Start." Further Update on Political Prisoner Brad Love's Being Denied Mail

He confirmed that he is not allowed to send ANY mail out. His mail was held, without explanation, for over a month (October 15-November 18). He is now receiving mail. So, please send this "man behind the wire" -- jailed solely for sending non-threatening letters to thin skinned ethnic lobby groups or politicians -- a note or card. He was called into the prison management's office on November 19 and breezily informed: "Love, there's a court order saying you're not allowed to receive any mail." Where do they find these prison personnel? In a country with a bogus "Charter of Rights and Freedoms" -- really minority special privileges and rights that governments can cancel at a moment's notice "for a good reason," of course -- and a tradition of individual RIGHTS guaranteed under our Anglo-Saxon legal traditions, you'd think the authorities might wonder: "There must be some mistake." Well, yes and no. There was, indeed, such as North Korean-like bail condition imposed on Mr. Love in Fort McMurray Alberta last May when he was charged with sending "scurrilous" material through the mail -- strongly worded letters to the press and politicians about political matters. HOWEVER, in July, using arguments CAFE helped to prepare, Mr. Love went back to Court and had these conditions amended so that he can write to anyone, except the several individuals named in the criminal complaint. the prison authorities also made vague threats to Mr. Love, saying he was writing "too many letters" and, if he didn't desist, he could find himself spending more time in prison. Brad Love [557137416] C.E.C.C., 541 Highway 36, Box 4500, Lindsay, ON., K9V 4S6 A date has still not been sent for an appeal against Mr. Love's 2012 conviction and 18-month sentence for breach of probation. Brad Love, a decade after his conviction under Canada's notorious "hate law" (Sec. 319 of the Criminal Code) for writing non-threatening letters to public officials criticizing Canada's immigration mess, is still mired in the toils of repression. In July 2012, for sending some information packages to some Toronto Jewish groups, he was sentenced to a further 18 months in prison, plus a further three year gag order from writing letters to the media or politicians. He applied for bail; pending an appeal. In July, 2013, this bail was arbitrarily revoked. So, for the past four months, he's languished in jail, again for nothing more than the non-violent expression of his populist, no nonsense working guy views. . Brad was employed in a lucrative job in Alberta's tar sands in Fort McMurray. The arbitrary imprisonment punishes him for his views, denies him an income and, ironically, denies the state a hefty junk of his pay in taxes.
